Abusos Urbanísticos Almanzora No Luchando para proteger nuestros hogares   Nota de Prensa AUAN –20 de marzo de 2011 Contacto: Patricia Sampson, Tel: 638323706  Email: info@almanzora-au.org      AUAN : Reunión con la Junta de Andalucía AUAN informa que su Presidenta, Maura Hillen, su Vicepresidente, Brian Reade y su Portavoz, Patricia Simpson, han sido invitados por el Delegado Provincial de Obras Públicas y Vivienda de Almería, D. José Manuel Ortiz Bono, a una reunión con él en la Delegación Provincial de de Almería (C/ Hermanos Machado, 4).  En esta reunión, estará también la Secretaria General de Ordenación del Territorio y Urbanismo, Dª. Gloria Vega González.  Se les ha indicado a AUAN que el objeto de la reunión es la de "informarles del nuevo Reglamento que la Junta tiene previsto aprobar". La reunión tendrá lugar el lunes día 21 de marzo, a las 16.30 horas. Muara Hillen, indica "agradezco la invitación, dado que la transparencia en urbanismo es buena; no obstante vamos a manifestarle al Delegado y la Secretaria General, en dicha reunión, antes de nada, el gran malestar que ha causado las recientes declaraciones de la Consejera, sobre ciudadanos extranjeros, aparentemente culpándoles del problema urbanístico que asola a esta parte de España. Entre otras cosas, le recordaría a la Consejera que los dueños de 300.000 viviendas irregulares en Andalucía, posiblemente un millón de dueños, no son todos extranjeros, ni mucho menos. Me pregunto, ¿No tiene la Junta ninguna responsabilidad por el desaguisado urbanístico e inmobiliario? ¿Estas viviendas salieron de la nada de un día para otro? ¿Qué han hecho que haya sido efectivo para resolver esta gran patología." Añade, "Sin perjuicio a las responsabilidades en que haya podido incurrir la Sra. Consejera, vamos a pedir una disculpa y una retractación publica y por escrito de su parte, que deberá tener lugar de inmediato". En cuanto al resto del contenido de la reunión, dice "Aparte de ello, lo que no queremos es perder el tiempo, con lo cual vamos a pedir también que se nos detalle lo siguiente: (1) ¿Cuántas viviendas son objeto de procedimientos contenciosos-administrativos, penales o administrativos que podrían posiblemente terminar en una orden de demolición?; (2) ¿Que se prevé con referencia a dichas viviendas?, es decir ¿el cambio normativo las va a salvar?; (3) ¿Qué condiciones tendrán que cumplir las viviendas para poder tener luz y agua?; (4) ¿Servirá el cambio normativo para que las viviendas en suelo no-urbanizable común puedan tener su escritura?." En cuanto a cifras, Maura Hillen indica, "Nosotros pensamos que la cifra dada por la Consejera de unas 920 viviendas "problemáticas" da una impresión errónea, dado que pensamos que no contempla las viviendas que se encuentran incursas en procedimientos iniciados ya hace años. Sabemos, por ejemplo, que ya existen órdenes de demolición sobre algunas de las casas. ¿Qué va a pasar con ellas? Y que va a pasar, por ejemplo, con las casas en una situación parecida al de los Sres. Prior, donde la Junta a impugnado una licencia otorgada por el gobierno local?".  ---------------------------------------------------------------------------  AUAN : Meeting with the Junta de Andalucia AUAN informs you that its President, Maura Hillen, its Vice  President, Brian Reade and its spokesperson Patricia Sampson, have been invited by the Provincial Delegate for Housing and Planning in Almeria, D. José Manuel Ortiz Bono, to a meeting in the Provincial Delegation in Almeria. The meeting will also be attended by the General Secretary for Territorial and Urban Planning, Dª. Gloria Vega González. He has indicated to AUAN that the objective of this meeting is to "inform them about the new Regulation that the Junta intends to approve". The meeting will take place on Monday 21st March at 16.30. Maura Hillen says "I appreciate the invitation, given that transparency in planning is good. However, before anything else is discussed , we will express to the Provincial Delegate and the General Secretary, the deep unease that has been caused by the recent statement of the Consejera about foreign residents apparently being responsible for the planning problems that plague this part of Spain. Among other things, we would remind the Consejera that the owners of 300,000 irregular houses in Andalucia, possible 1 million people, are not all foreigners. I ask "Does the Junta have no responsibility for the planning and real estate mess? Did these houses spring up over night? What have you done that has been effective in curing this major disease? " She added, "Without prejudice to the legal responsibility that the Consejera has incurred, we are going to ask for an immediate apology and a public retraction in writing on her part". Regarding the remaining content of the meeting she said "To avoid wasting time we will be asking for details of the following: (1) How many houses are the subject of criminal or administrative proceedings that could result in a demolition order? (2) What is going to happen to these houses? That is to say, is the decree going to save them? (3) What conditions must be met to obtain access to electricity and water? (4) Will the decree allow houses on communal (unsegregated) non urbanisable land to obtain escritura? In terms of the numbers quoted, Maura Hillen indicated, "We think that the number given by the Consejera of 920 'problem' houses gives the wrong impression, because we believe that it does not include houses involved in proceedings initiated years ago. We know, for example, that demolition orders exist against some of these houses. What is going to happen to them? And what happens, for example, to houses in the same situation as Mr and Mrs Prior, where the Junta has challenged a license issued by the local government?"
